i made this in some freeware app called pencil which was really frustrating to try and turn into GIF format also it was pretty unintuitive.
does anyone know of any free basic 2D animation programs that… aren’t Flash or Photoshop?

It’s true, of course, although Varric’s long since given up on trying to explain the concept of genre to his favorite pirate.
